MONITORING, EVALUATION, AND LEARNING EXPERT

The MEL Expert will lead the development and implementation of M&E and Learning products and programs of the Gender-Responsive Systems Approach to UHC (GRASP-UHC) project. Including the development and analysis of technical health systems roadmap, database management of project indicators for UHC, lead the development of learning and KM products/documents on leadership and governance, and reports directly to the project manager. The position will coordinate with the ZFF LHS/UHC Program Manager to ensure harmonization of indicators agreed with DOH for the Bayang Malusog program, of which 3 (out of 4) provinces are currently implementing with DOH CHDs.
Essential Job Functions
1. Ensures effective reporting, data collection, and monitoring and validation systems of data and learning
2. Co-leads with portfolio the design of the M&E and learning frameworks/ result framework and strategy of the portfolio, including learning and research agenda of the portfolio, incorporating ZFF principles and frameworks
3. Co-develops with the portfolio lead the monitoring and learning reports for execom and BOT to ensure strategic learning and monitoring towards outcomes
4. Ensures portfolio compliance with ZFF’s knowledge and learning management processes in terms of development of KPs, diffusion and dissemination of lessons
5. Knowledge Management. Participates in harvesting and applying lessons learned to enhance own work, projects and programs. Utilizes QA and M&E recommendations in revisiting tools and processes feeding into development or enhancement of training products and collaterals, as necessary. Ensures compliance to the KM processes – knowledge creation, capture, analysis, dissemination and diffusion in the implementation of workplan and completion of identified knowledge products. Coordinates with the TSG team in the storage, dissemination and diffusion of completed and approved knowledge products.
6. Compliance to Institution Policies. Ensures compliance with technical, policy, finance, HR, administration, and corporate communication requirements (i.e. timely submission of monthly report; adherence to support services policies (Finance, Admin, HR, KM, Corporate Communications, ZFFI).
7. Staff Formation (Development). Pursues self development by taking on opportunities that will enhance competencies required for the position, and/or to move up the organization.

Qualifications
Educational Attainment:
Completion of undergraduate degree with relevant certifications or graduate level studies
Field of Study:
Public Health/Development related course
Work Experience:
At least 5 – 7 years of related work experience
Licenses/Certifications:
MD, RN, RSW or at least with CS Eligibility (Professional Level)
Specialized Training/Skills:
Monitoring and Evaluation/KM Management
Others:
